In 2023, the Guiyang bureau of ecology and environment improved its regulatory approaches, striving for more efficient environmental monitoring.

Enhancing efficiency through real-time monitoring

The bureau installed 22 remote sensing monitoring devices for black smoke vehicles along key thoroughfares in 2023, aiming for timely dynamic monitoring and control of key pollution sources. In 2023, the black smoke vehicle remote sensing monitoring system identified and rectified 1,073 instances of exhaust emissions exceeding standards.

Adopting scientific management methods

The bureau employed remote enforcement methods such as reminders through online monitoring systems and drone patrols to ensure emissions of pollutants meet standards. In 2023, the bureau conducted 292 remote inspections, discovering and supervising the rectification of 11 issues.

Strengthening joint law enforcement

The bureau held 13 joint meetings with municipal departments including public security, prosecution, and the judiciary, in 2023. As a result, the bureau discussed and processed six environmental violation and crime cases. The bureau also collaborated with the water management department and carried out comprehensive inspections and supervision of 62 operational township sewage treatment facilities.

Precision monitoring in different areas

The bureau implemented a zoning strategy with 71 small areas designated based on townships and streets and assigned 193 area administrators for more precise and comprehensive identification and rectification of issues. In 2023, a total of 18,400 patrols were conducted in these small areas, leading to the discovery, supervision and rectification of 1,089 environmental issues.
