The Ministry of Ecology and Environment released its "Evaluation Report on the Progress of the National Low-carbon City Pilot Work" at a National Low-Carbon Day event on July 12, and 40 cities including Beijing, Shenzhen, Chengdu and Guiyang received excellent evaluation results.
Since 2010, China has promoted 81 low-carbon pilot cities.
According to the latest report, 25 cities, including Shenzhen, Qingdao and Guiyang, have issued special plans for low-carbon development; 24 cities, including Beijing, Tianjin, Hangzhou and Guiyang, have released plans to address climate change; and 25 cities, including Jinan, Guiyang and Nanping, have formulated working plans to control greenhouse gas emissions.
The report pointed out that there are still problems in the pilot low-carbon development concept that need to be ironed out, innovation in low-carbon development must be strengthened, and statistical data on carbon emissions needs to be improved.
It is necessary to formulate supporting measures to improve the institutional system for promoting green and low-carbon transformation; strengthen scientific and technological support, and accelerate the popularization and application of green, low-carbon advanced and applicable technologies.
The report also stressed the need to improve management capacity, strengthen statistics related to carbon emissions and accounting, and focus more on team building.
