The document of implementation opinions was recently released to promote the development of a green and low-carbon circular economic development system.
By 2025, Guizhou aims to reduce the GDP's energy consumption per unit by 13 percent and cut carbon dioxide emissions per unit by 18 percent compared to its 2020 statistics. The green economy will account for half of Guizhou's GDP. A green, low-carbon circular economy system will be broadly formed.
By 2035, the construction of the green and low-carbon circular economic system will be in full operation in Guizhou. A continued drop in carbon emissions will be seen and a pilot area for ecological civilization will be built.
The intentions in the document urge efforts on optimizing the production, logistics and consumption systems and infrastructures. According to the opinions, the government will control the development of energy-intensive and high-emission projects, boost the green transformation of white wine, energy, nonferrous and chemical industries, promote green food and organic agricultural products, and build an eco-cycle agriculture demonstration project as well as a water-conservation demonstration area.
By 2025, the province will increase its daily urban sewage treatment capacity by 440,000 cubic meters, build and renovate its sewage pipe network, eliminate black and malodorous water bodies in cities, enhance supervision over hazardous waste, and propel the informationization management of medical waste. In addition, it will improve the treatment capability of food waste, expand waste incineration around the province and construct flying ash treatment facilities.
Guizhou will also speed up the construction of its water transport network that links the Yangtze River and Pearl River, develop multimodal transportation, extend the coverage of charging infrastructures in highway service stations, improve the utilization of renewable resources and establish a green trade system.
A green and low-carbon lifestyle will also be further encouraged by Guizhou. It will strengthen management of plastic pollution and drive the construction of resource-efficient government offices.
