To organize the drafting of ecological and environmental policies and plans, and to coordinate and review special ecological and environmental plans; responsible for the construction, application and overall planning of ecological environment project database; to organize and carry out ecological environment statistics, survey of pollution sources, dynamic update and analysis of ecological environment situation; to undertake the comprehensive coordination and management of total pollutant discharge control; to formulate the annual objectives and assessment plan of ecological environment; to undertake the overall planning, coordination and dispatching of ecological civilization construction and ecological environment business; to be responsible for organizing and carrying out mandatory cleaner production audit.
