To supervise and manage the ecological environment of surface water, and to formulate and supervise the implementation of the ecological environment plan of the key watersheds in the city; to formulate policies and systems for the protection and management of surface water ecological environment; to compile the functional zoning of water and carry out the establishment of sewage outlet into the river; to prevent and control surface water pollution; to protect centralized drinking water source; to implement the assessment system of water environment quality; to undertake and formulate the ecological compensation scheme for surface water ecological environment protection; to implement the assessment system of water environment quality; to undertake and formulate detailed plan on ecological compensation for surface water ecological environment protection.
